Cyber crime has surged due to rapid digitization, yet reporting mechanisms have often failed to keep pace. Existing national portals and research prototypes frequently suffer from limited usability, opaque case tracking, fragmented awareness resources, and unverified scalability under load. The Cyber-Safe Portal is a web-based reporting framework developed to overcome these limitations by providing a unified solution for the secure submission of incidents, encrypted evidence management, transparent case tracking via automated notifications, and personalized awareness materials. This system implements a three-tier architecture utilizing React.js, Node.js/Express, and MongoDB, augmented by Redis caching and Kubernetes orchestration. We evaluated the platform’s preliminary performance, security, and usability in a simulated test environment. Initial load testing indicates that the auto-scaling architecture can accommodate high-concurrency traffic with manageable response times. Security assessments using OWASP ZAP and manual testing confirmed baseline resilience against common vulnerabilities, while a pilot usability study demonstrated high user satisfaction and intuitive navigation. These preliminary findings highlight the potential for adopting integrated, scalable frameworks to improve public engagement with cybercrime reporting.
